Human rights are „rights and freedoms to which all humans are entitled“.Proponents of the concept usually assert that everyone is endowed with certain entitlements merely by reason of being human.Human rights are thus conceived in a universalist and egalitarian fashion. Such entitlements can exist as shared norms of actual human moralities, as justified moral norms or natural rights supported by strong reasons, or as legal rights either at a national level or within international law. The United Nations Human Rights Council (UNHRC) is an inter-governmental body within the United Nations System. The UNHRC is the successor to the United Nations Commission on Human Rights (UNCHR, herein CHR), and is a subsidiary body of the United Nations General Assembly. The council works closely with the Office of the High Commissioner for Human Rights (OHCHR) and engages the United Nations‘ Special Procedures. The Human Rights Council<\/strong> is an inter-governmental body within the <\/span>UN system<\/span><\/strong><\/a> made up of 47 States responsible for strengthening the promotion and protection of human rights around the globe.\u00a0 The Council was created by the UN<\/strong> <\/span><\/span>General Assembly<\/span><\/strong><\/a><\/span> <\/span><\/strong><\/a>on 15 March 2006 with the main purpose of addressing situations of human rights violations and make recommendations on them.<\/span> <\/span><\/p>\n

One year after holding its first meeting, on 18 June 2007, the Council adopted its \u201c<\/span>Institution-building package<\/span>\u201d [Word file] providing elements to guide it in its future work.\u00a0 Among the elements is the new <\/span>Universal Periodic Review<\/span> mechanism which will assess the human rights situations in all 192 UN Member States.\u00a0 Other features include a new <\/span>Advisory Committee<\/span> which serves as the Council\u2019s \u201cthink tank\u201d providing it with expertise and advice on thematic human rights issues and the revised <\/span>Complaints Procedure<\/span> mechanism which allows individuals and organizations to bring complaints about human rights violations to the attention of the Council.\u00a0 The Human Rights Council also continues to work closely with the UN <\/span>Special Procedures<\/span> established by the former Commission on Human Rights and assumed by the Council. <\/span><\/p>\n

Human Rights Day, marked annually, is this year dedicated to human rights defenders who battle against discrimination.

Human Rights Day is celebrated annually across the world on 10 December.The date was chosen to honor the United Nations General Assembly’s adoption and proclamation, on 10 December 1948, of the Universal Declaration of Human Rights (UDHR), the first global enunciation of human rights. The formal establishment of Human Rights Day occurred at the 317th Plenary Meeting of the General Assembly on 4 December 1950, when the General Assembly declared resolution 423(V), inviting all member states and any other interested organizations to celebrate the day as they saw fit. The theme for Human Rights Day 10 December 2010 is human rights defenders who act to end discrimination.<\/em><\/strong><\/span><\/p>\n

Human rights defenders acting against discrimination, often at great personal risk to both themselves and their families, are being recognized and acclaimed on this day.<\/span><\/p>\n

Human rights defenders speak out against abuse and violations including discrimination, exclusion, oppression and violence.\u00a0 They advocate justice and seek to protect the victims of human rights violations.\u00a0 They demand accountability for perpetrators and transparency in government action.\u00a0 In so doing, they are often putting at risk their own safety, and that of their families.<\/span><\/p>\n

Some human rights defenders are famous, but most are not. They are active in every part of the world, working alone and in groups, in local communities, in national politics and internationally.<\/span><\/p>\n

Human Rights Day 2010 will highlight and promote the achievements of human rights defenders and it will again emphasize the primary role Governments must play in enabling and protecting their role. The Day is also intended to inspire a new generation of defenders to speak up and take action to end discrimination in all of its forms whenever and wherever it is manifested.<\/span><\/p>\n

The story does not end after 10 December 2010.\u00a0 The focus on the work of human rights defenders will continue through all of 2011.<\/span><\/strong><\/p>\n

The Convention has three main goals: conservation of biological diversity (or biodiversity); sustainable use of its components; and fair and equitable sharing of benefits arising from genetic resourcesIn other words, its objective is to develop national strategies for the conservation and sustainable use of biological diversity.     Secretary-General’s Message for Human Rights Day 2009<\/span><\/p>\n

    No country is free of discrimination. We see it everywhere, in many forms: old and new, covert and blatant, public and private. It may appear as institutionalized racism, as ethnic strife, as episodes of intolerance and rejection, or as an official national version of history that denies the identity of others.<\/span><\/p>\n

    Discrimination targets individuals and groups that are vulnerable to attack: the disabled, women and girls, the poor, migrants, minorities, and all those who are perceived as different.<\/span><\/p>\n

    These vulnerable people are frequently excluded from participating in the economic, political, cultural and social lives of their communities. The bigotry that stigmatizes and excludes them can be exploited by extremists. In some countries, we are witnessing the rise of a new politics of xenophobia.<\/span><\/p>\n

    But these victims of discrimination are not alone. The United Nations is standing with them, committed to defending the rights of all, and particularly the most vulnerable. That is our identity and our mission.<\/span><\/p>\n

    The international human rights community continues to counter bias and hatred. Public awareness has led to global treaties offering legal protection from discrimination and unequal treatment.<\/span><\/p>\n

    But abstract commitments are not enough. We must continue to confront inequality and intolerance wherever they are found.<\/span><\/p>\n

    On Human Rights Day, I invite people everywhere, at all levels, to join the United Nations and human rights defenders around the world in the fight against discrimination. – Ban Ki-moon<\/span><\/p>\n
