The argument between PHR-Israel and the Ministry of Health goes beyond what is legal, to what is moral: While Israel has treated hundreds of Syrian patients at hospitals in the North, PHR-Israel claims that there is no point in treating the wounded only to send them back to a situation in which their lives may be endangered. Furthermore, as refugees they must be consulted as to whether they wish to seek asylum in Israel or third country.

PHR-Israel claims that when compared to the toll on Jordan and Lebanon, Israel has taken a minimum role in face of the Syrian catastrophe and that it can be creative and do more. Humanitarian assistance should match the needs of the victims, not the limits of the good will of the doer.
