The UNGA is based on the false principle of sovereign equality. The UN system is based on laws, procedures, regulations, and agreements – but these laws are not, and will never be, applied equally. The “constant intrusion of power,” to quote E.H. Carr, will always guarantee that international law applies differently to different power-based categories – great powers, middle powers, no-powers, and the United States.
