France Opens Investigation into Torture in Syria
New York, NY – 10/01/2015
Physicians for Human Rights (PHR) today welcomed an announcement that France has opened the world’s first criminal inquiry into torture in Syria.
“After more than four years of well-documented cases of torture and enforced disappearance in Syria, we welcome the French government’s decision to investigate these abuses,” said Stefan Schmitt, PHR’s director of the International Forensic Program. „Based on a preliminary analysis of the photographic evidence, we know it is possible to identify specific injuries caused by torture as well as infer the cause of death in some cases. We hope this is just the first of many actions that will lead to justice for the victims and accountability for those responsible for these crimes.“

In addition to the limitations above, there are specific prohibitions on who and what a nation can target as a reprisal. For example, the 1949 Geneva Conventions prohibit the use of reprisals against the wounded, sick, medical personnel, and medical buildings; the wounded, sick and shipwrecked at sea; prisoners of war; and protected civilians and their property. Other specific prohibitions apply to those nations who are Parties to the 1977 Additional Protocol I (which include most nations across the world, but not the US).

Fünf Minuten darf jeder Teilnehmer hier sprechen. Viktor Orbán nutzt das, um der Welt zu erklären, dass die Welt schon deshalb handlungsunfähig sei, weil sie nicht verstehe, mit was sie es hier zu tun habe: Einer Flüchtlingskrise jedenfalls nicht, behauptet er. Vielmehr handele es sich um eine Massenmigrationsbewegung, bestehend aus Wirtschaftsmigranten, Flüchtlingen aber auch ausländischen Kämpfern. Ein unkontrollierter Prozess sei das alles.

– Orbán aber macht die Sache auf seine Art sehr konkret und fordert Ban Ki Moon offiziell auf, die „Bürde“, so nennt er das, was für ihn keine Flüchtlingskrise ist, global anzugehen: „Alle großen Staaten weltweit sollten Flüchtlinge gemäß eines Quotensystems aufnehmen.“
