The dire situation in Syria, new wave of violence in Iraq, continuing violence in Egypt, Turkey, the “clampdown” on human rights defenders in Bahrain, Israel’s policy on forced evictions, impact on the individual’s right to privacy in UK and the USA, the protection of journalists were among the issues raised by UN Human Rights Chief Navi Pillay in her opening address.

 

Navi Pillay concluded by noting that it is not only important to act immediately on the current challenges, but it should be a priority to prevent future crises.

UN rights chief calls for negotiations to end Syria conflict

[JURIST] UN High Commissioner for Human Rights Navi Pillay [official profile] on Monday urged the international community [statement] to help facilitate negotiations between warring parties in Syria. Although Pillay criticized global leaders for not acting sooner to stop the violent conflict in Syria, she warned that a military response would not be effective. Pillay observed that any course of action in Syria by the international community would be challenging, but that negotiation would be the best method for ending the conflict:

This appalling situation cries out for international action, yet a military response or the continued supply of arms risk igniting a regional conflagration, possibly resulting in many more deaths and even more widespread misery. There are no easy exits, no obvious pathway out of this nightmare, except the immediate negotiation of concrete steps to end the conflict. States, together with the United Nations, must find a way to bring the warring parties to the negotiating table and halt the bloodshed.

In her speech, Pillay also drew attention to human rights concerns in nations such as Iraq, Egypt, Bahrain and Turkey.

The Syrian Civil War [JURIST backgrounder] has been ongoing since 2011 when opposition groups first began protesting the regime of Bashar al-Assad, and the increasingly bloody nature of the conflict has put pressure on the international community to intervene. Earlier this week JURIST guest columnist Curtis Doebbler argued [JURIST op-ed] that the use of military force against Syria would constitute a violation of international law. Last week the US Senate Foreign Relations Committee [official website] approved a joint resolution [JURIST report] authorizing the limited use of force against Syria. Also last week UN Secretary-General Ban Ki-moon questioned the legality [JURIST report] of the US plan to strike Syria.

    Auch wir wissen noch nichts genaues. Es scheint so zu sein, dass der Großteil der 500 Menschen aus den Flüchtlingslagern im Libanon geholt werden soll. In erster Linie wohl Menschen, die besonders gefährdet oder krank sind. 
    Solche Evakuierten sollen dann „Asyl von Amts wegen“ bekommen, wer Verwandte hier hat, soll das normale Asylverfahren durchlaufen (das momentan jedenfalls mindestens zu subsidiären Schutz führt).
    Wichtig ist, dass man bei UNHCR registriert ist – und dabi jedenfalls auf die Verwandten in Österreich hinweist. 
    Wir werden auch weiterhin Druck machen, dass die österreichischen Botschaften Vias austellen. 
    Deutschland, das 2012 fast 8.000 Asylanträge von Menschen aus Syrien hatte, hat nicht nur die Aufnahme von 5.000 Flüchtlingen direkt aus der Region zugesagt, sondern auch, dass, wenn Verwandte Flüchtlinge bei sich aufnehmen, diese Zahl auch überschritten werden kann.

Crimes, Resistance and Legal Intervention

On 11 September 1973 the democratically elected socialist President Salvador Allende was ousted in a Chilean military coup led by junta leader Augusto Pinochet. This marked the beginning of the bloodiest military dictatorship – alongside with the military dictatorship in Argentina (1976-1983) – in Latin American history, during which thousands of people were murdered, tortured and kidnapped. Yet even through the years of greatest repression, left-wing parties and the inhabitants of Chile’s shanty towns continued to organize resistance against the regime. After a successful campaign by his opponents, Pinochet met his downfall in a referendum held in 1988, formally marking the end of his dictatorship. But even after the elections in 1989, Pinochet remained the dominant figure in Chilean political life. This changed only much later on when, on 16 October 1998, Pinochet was arrested in London.
