The Report concludes by recalling both past and ongoing failures to prevent atrocities, particularly in the case of Syria, which serves as a tragic reminder of the consequences of the failure of the State and international community to prevent atrocities.
The Report notes that the outlined measures are not completely new, with many States already implementing the policy options, even if not in the name of atrocities prevention. What is needed, however, is to ensure a concerted, comprehensive, and inclusive review of risks, capacity and actionsthat can be undertaken to strengthen prevention.
The Secretary-General indicates his intension to hold a follow up meeting with Member States, regional arrangements, and civil society on the status of implementation of the Report’s recommendations. With regard to the theme of next year’s dialogue, the Report includes the subject of Pillar II, capacity building responsibilities of the international community, as an option.

[JURIST] UN High Commissioner for Human Rights Navi Pillay [official profile] on Friday urged an independent investigation [press release] into whether war crimes were committed when armed opposition groups in Syria allegedly executed dozens of captured government soldiers in Khan Al-Assal, a district in the northern province of Aleppo last month. Between July 22 and July 26, footage taken by opposition forces was posted on the Internet depicting government soldiers being ordered to lie on the ground, while other videos show several bodies scattered along a wall and a number of bodies at an adjacent site. Pillay noted in her statement:
Based on the analysis by my team to date, we believe armed opposition groups in one incident—documented by a video—executed at least 30 individuals, the majority of whom appeared to be soldiers. … [T]he events in Khan Al-Assal are further evidence that flagrant violations of international humanitarian and human rights law committed by all parties have tragically become the norm in the Syrian conflict.
Pillay has said that allegations that armed opposition groups in Syria executed dozens of government soldiers captured after a battle in Khan Al-Assal in July are „deeply shocking“ and highlighted yet again the need to ensure those responsible for violations of international humanitarian law and international human rights law on all sides are made to account for their crimes.
Established by the UN Human Rights Council [official website] in August 2011, the Independent International Commission of Inquiry on Syria has been mandated to investigate and record all violations of international human rights law during the Syria conflict. In July the Chair of the commission urged the international community [JURIST report] to bring peace the country. In May Pillay expressed concern[JURIST report] regarding reports that described the slaying of entire Syrian families and shelling of communities, as well as the targeted strikes by Syrian armed forces on hospitals and schools. The Syrian Civil War [JURIST backgrounder] has been ongoing since 2011 when opposition groups first began protesting the regime of Syrian President Bashar al-Assad [BBC profile]. The increasingly bloody nature of the conflict has put pressure on the international community to intervene. More than 100,000 people have been killed since fighting began between Syrian Government forces and opposition groups seeking to oust President Bashar Al-Assad. Almost two million have fled to neighboring countries and a further 4 million have been internally displaced.

[JURIST] UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Valerie Amos [official profile] on Friday once again reiterated demands for an end to the Syrian conflict, noting the increasingly grave conditions for civilian populations and lack of access for humanitarian aid. UNICEF estimates that some 400,000 civilians have been displaced [KUNA report] in the district of Al Waer in the Syrian city of Homs, forcing them to live in partially constructed buildings and facilities. In total, more than 100,000 people have been killed [VOA report] since the conflict began over two years ago, and an estimated six million have been forced from their homes.
This past week an independent commission established by the UN to investigate the conflict urged world leaders to bring about peace talks [JURIST report]. The Syrian Civil War [JURIST news archive] has been ongoing since 2011 when opposition groups first began protesting the regime of Bashar Al-Assad [JURIST news archive]. UN Secretary-General Ban Ki-moon [official profile] released a statement in June condemning the most recent violence [JURIST report] in Syria, and expressing concern over how it has been affecting the civilian population.

Given the number of Syrian refugees, UNHCR says resettlement is only an option for the most vulnerable; a few hundred cases are now being considered. In Jordan, those registered with UNHCR are allowed to remain for a further six months. But amid Syria’s deepening crisis nothing guarantees the enforcement of such rules. In Turkey, a law drawn up in April offering Syrian refugees some of the rights afforded to them by the 1951 convention will only come into effect next year. Lebanon is still in the process of renegotiating its memorandum of understanding with UNHCR.
