#Democracy “Sahid Dibas” 21 July Martyr’s Day Rally
This year, as I have already shared with you, we would be celebrating ‚Sahid Dibas‘ on 21st August. Still I went and laid wreaths to pay our homage to the thirteen valiant souls whom we lost on the fateful day of 21st July, 1993.
Today is 21st July.
On this date in 1993, a democratic movement was going on in Bengal with the demand, “no voter ID, no vote”. Police fired indiscriminately on the peaceful demonstrators at Kolkata.
13 people died and more than 100 were injured.
Every year, we commemorate this day as “Sahid Dibas” and hold a large congregation in Kolkata, where people from far-flung villages come to participate.
This year, for the first time, we are unable to hold this commemoration meeting on 21st July due to the ongoing one-month long panchayat election. Tomorrow, the 4th phase of elections will be held for Birbhum, Nadia, Murshidabad and Malda districts.
So we are dedicating 21st August of this year to hold ‚Sahid Dibas‘.
Today, on this occasion, we remember our colleagues whom we lost and extend our solidarity to all those who laid down their lives towards the cause of democratic movements worldwide.

The Need to Establish the Rule of Law and Accountability in Syria’s Rebel Held Areas
International Coalition for the Responsibility to Protect (ICRtoP)
The United Nations has launched a record $5.2-billion aid appeal for Syria as government forces seek to capitalise on recent victories over the rebels, sending reinforcements to battlefields Homs and Aleppo.
Another Syrian update:
– A UN Panel has reported “new levels of brutality” in Syria believing that chemical weapons and more indiscriminate bombing had been used in recent weeks.
– The EU and Russia launched a full day of talks today dominated by disputes over the Syria crisis and Brussels‘ decision to lift its arms embargo on President Bashar Assad’s foes – http://www.news24.com/World/News/Syria-rift-dominates-EU-Russia-summit-20130604

According to Amnesty International today’s International Commission of Inquiry report released at the UN on Syria’s grave human rights situation is yet further evidence to prompt the UN Security Council to refer the situation to the Prosecutor of the International Criminal Court.
The latest report documents war crimes and mass human rights violations committed by both sides to the Syrian conflict and provides more evidence of the use of chemical weapons.
Here are a number of articles on the issue:
Asia Pacific Centre for the Responsibility to Protect (R2P)
‚“Syria is in free fall,” Paulo Pinheiro, the chairman of a commission of inquiry investigating the hostilities in Syria, told the United Nations Human Rights Council here in Geneva. “Crimes that shock the conscience have become a daily reality. Humanity has been the casualty of this war.”
The four-member panel said its report to the council “documents for the first time the systematic imposition of sieges, the use of chemical agents and forcible displacement.”
“War crimes, crimes against humanity and gross human rights violations continue apace,” it added, reporting 17 incidents that could be called massacres between mid-January and mid-May.‘

Auschwitz Institute for Peace and Reconciliation
„War crimes, crimes against humanity and gross human rights violations continue apace,” the UN reported Tuesday on the increasingly worrisome state of the Syrian conflict.
„The governments of 15 countries most affected by internal displacement have failed to adequately protect internally displaced persons (IDPs), and in many cases have themselves been perpetrators of violence or abuses that led to the displacements, according to a Brookings-London School of Economics study. „
– International Coalition for the Responsibility to Protect (ICRtoP):
“If national governments satisfy their responsibility to protect IDPs then R2P is being met at the national level.“
A report „From Responsibility to Response: Assessing National Approaches to Internal Displacement“ recently released provides a link between Internationally Displaced Persons (IDPs) and the Responsibility to Protect – claiming as 15 government have failed to protect IDPs they therefore failing their responsibility to protect.

MILLIONS OF SYRIANS IN NEED OF FOOD AID AS WAR DEVASTATES FOOD PRODUCTION
World’s worst humanitarian disaster has left 93,000 dead, displaced 4.25 million and forced 1.6 million to leave the country
Four million Syrians will be in need of urgent food aid, UN agencies have warned, as crop and livestock production has been devastated by the civil war.
The most vulnerable include the internally displaced, small-scale farmers, herders, casual traders, the urban poor, pregnant mothers, the disabled and chronically sick.
If the present conflict continues, the food security prospects for 2014 could be worse than they are now, said a joint report from the World Food Programme and Food and Agriculture Organisation. „With so many adverse factors now stacked against the crop and livestock sectors, and assuming that the present crisis remains unresolved, domestic production over the next twelve months will be severely compromised,“ the report said.
The world’s worst humanitarian disaster has left 93,000 people dead, displaced 4.25 million people internally and forced more than 1.6 million to leave the country to seek refuge in Jordan, Lebanon and Turkey. The number of people in need is expected to rise to 10 million, nearly half of the population, by the end of the year.
According to the Syria Humanitarian Assistance Response Plan in June, 6.8 million people were in need of humanitarian help. It estimated the number of people in need of urgent and sustained food help at 4 million for the rest of the year. Even before the crisis, the nutrition situation was already alarming, with 9.3% of children suffering from wasting and 23% of them stunted. Besides a worsening in quality of diet, child health concerns are also due to reduced vaccination coverage from 95% in 2009 to 80% in 2012. Coverage is expected to decrease as the crisis persists.
Agriculture has played an important part in Syria’s economy, contributing some 18% to GDP and involving 17% of its labour force. Before the crisis, 10 million Syrians lived in rural areas, 80% of whom made a living from agriculture. The war, however, has had a devastating impact on agriculture. Food production has been hampered by high costs and reduced availability of inputs, damage to agricultural machinery and storage facilities, the threat of violence and the flight from the land by farmers. Some crops may not be harvested.
Irrigation canals and cotton mills, among other infrastructure, have also suffered damage. Wheat flour milling factories and bakeries are either no longer operating or are operating at low capacity. In addition, sanctions have exacerbated the situation, leading to shortages of agricultural inputs, crop-protection materials, diesel, and spare parts.
Accordingly, wheat production for this year is estimated at 2.4m tonnes, 40% lower than the average for the 10 years before 2010-11 and 15% less than the poor 2011-12 crop, although barley production is up. Livestock has been badly affected by the current conflict and by international sanctions with sheep and cattle numbers down by about 35% and 25% respectively.
There are practically no routine drugs or vaccines for animals and no vets to administer them.
„Due to higher prices, more Syrian livestock are being sold in Jordan, Lebanon, Turkey and Iraq. With the virtual loss veterinary services within Syria, livestock diseases are being transmitted to neighbouring countries, thereby posing a potentially serious regional animal-health problem,“ said the report.
Before the crisis, Syria was a significant exporter of agricultural produce, including cotton, fruit and vegetables, sheep and cattle. But exports have dried up leading to losses of about $500,000 a year.

OIC secretary general thanks Saudi for hosting Rohingya Muslims
JEDDAH – Organisation of Islamic Cooperation (OIC) Secretary General Prof Ekmeleddin Ihsanoglu has expressed his thanks to the custodian of the two holy mosques King Abdullah bin Abdul-Aziz Al Saud for his support for the Rohingya minority as he accorded them hospitality and opportunity to live and work in the Kingdom of Saudi Arabia, and this year was marked by a prominent event represented in the government’s granting of official residence to the Rohingya refugees.
The message from the secretary general was delivered on his behalf by the organisation’s Department of Minorities Director Talal Daaus, before the two-day conference of Arakan Rohingya Union, which was opened today at the headquarters of the General Secretariat in Jeddah.
Ihsanoglu called on the Myanmar government to shoulder its responsibility towards the elimination of all forms of discrimination against Muslims, and not to provide an opportunity for Buddhist extremists to incite hate against any class of society.
The secretary general noted in his speech that the acts of violence that targeted Rohingya Muslims in June and later the Muslims in other areas was not justifiable, and emphasised that such violence should not continue.
