PMSCsLou Pingeot, Policy Advisor at GPF, will speak on a panel convened by the UN Working Group on the Use of Mercenaries on Wednesday, 31 July 2013, 10:00-13:00 on the use of private military and security companies (PMSCs) by the United Nations. Lou is a longstanding expert on PMSCs and author of the well received GPF report „Dangerous Partnerships“, which has opened an important debate around the UN’s use of PMSCs. A wide range of observers and policymakers have expressed concern at the growing role of PMSCs and their lack of accountability. This year, as I have already shared with you, we would be celebrating ‚Sahid Dibas‘ on 21st August. Still I went and laid wreaths to pay our homage to the thirteen valiant souls whom we lost on the fateful day of 21st July, 1993.
Today is 21st July.
On this date in 1993, a democratic movement was going on in Bengal with the demand, “no voter ID, no vote”. Police fired indiscriminately on the peaceful demonstrators at Kolkata.
13 people died and more than 100 were injured.
Every year, we commemorate this day as “Sahid Dibas” and hold a large congregation in Kolkata, where people from far-flung villages come to participate.
This year, for the first time, we are unable to hold this commemoration meeting on 21st July due to the ongoing one-month long panchayat election. Tomorrow, the 4th phase of elections will be held for Birbhum, Nadia, Murshidabad and Malda districts.
So we are dedicating 21st August of this year to hold ‚Sahid Dibas‘.
Today, on this occasion, we remember our colleagues whom we lost and extend our solidarity to all those who laid down their lives towards the cause of democratic movements worldwide.

The latest report of the independent international Commission of Inquiry on the Syrian Arab Republic is out. It covers the period 15 January to 15 May 2013 with findings are based on 430 interviews and other collected evidence.
The Commission documents for the first time the systematic imposition of sieges, the use of chemical agents and forcible displacement. War crimes, crimes against humanity and gross human rights violations continue apace.

Conflict in Syria reaches new levels of brutality – UN report
UN Commission of Inquiry on Syria found reasonable grounds to believe chemicals have been used as weapons. The Commission remains convinced that a political settlement is the only means of stopping the violence and presents its latest report to the UN Human Rights Council.

According to Amnesty International today’s International Commission of Inquiry report released at the UN on Syria’s grave human rights situation is yet further evidence to prompt the UN Security Council to refer the situation to the Prosecutor of the International Criminal Court.
The latest report documents war crimes and mass human rights violations committed by both sides to the Syrian conflict and provides more evidence of the use of chemical weapons.

„War crimes, crimes against humanity and gross human rights violations continue apace,” the UN reported Tuesday on the increasingly worrisome state of the Syrian conflict.
„The governments of 15 countries most affected by internal displacement have failed to adequately protect internally displaced persons (IDPs), and in many cases have themselves been perpetrators of violence or abuses that led to the displacements, according to a Brookings-London School of Economics study. „
– International Coalition for the Responsibility to Protect (ICRtoP):
“If national governments satisfy their responsibility to protect IDPs then R2P is being met at the national level.“
A report „From Responsibility to Response: Assessing National Approaches to Internal Displacement“ recently released provides a link between Internationally Displaced Persons (IDPs) and the Responsibility to Protect – claiming as 15 government have failed to protect IDPs they therefore failing their responsibility to protect.
