Für anerkannte Flüchtlinge und subsidiär Schutzberechtigte ist das Deutschkursangebot zuletzt umfangreicher geworden. Im heurigen September startete die Förderung für die mit dem Startpaket Deutsch und Integration im April von der Regierung beschlossenen 20.000 Kursplätze durch den ÖIF. Darüber hinaus bestehe auch die Möglichkeit der Individualförderung, sagt dort eine Sprecherin: „Etwa für Flüchtlinge, die abseits von Kursstandorten in abgelegenen Gegenden leben.“
Ein Teil dieser Kursplätze soll via Innenministerium auch Asylwerbern zugutekommen, doch laut Herbert Langthaler vom NGO-Zusammenschluss Asylkoordination ist dies in der Praxis bisher nur sehr bedingt der Fall. Im neuen Integrationspaket, das zwischen ÖVP und SPÖ bisher nicht finalisiert wurde, sind für 2017 jedoch 27 Millionen Euro aus Mitteln des Innenministeriums sowie Mitteln der Bundesländer für Asylwerberkurse vorgesehen.
Laut Langthaler ist Deutschlernen allein für erfolgreiche Integration am Arbeitsmarkt aber zu wenig. „Wichtig wären zum Beispiel Praktika, die den Arbeitsrhythmus eines 30-Stunden-Jobs nachvollziehen“, meint er. Auf diese Art könnten Flüchtlinge mittelfristig in qualifizierte Jobs vermittelt werden, „statt sie in Hilfstätigkeiten abzuschieben“.
Hohes Bildungsniveau
Viele Flüchtlinge brächten recht gute Qualifikationen mit, sagt Langthaler – etwa jene aus Syrien. Das AMS führt seit 2016 „Kompetenzchecks“ durch. Bei diesen sollen die Fähigkeiten und Qualifikationen der Flüchtlinge ermittelt werden.
Auch das Wiener Wittgenstein-Zentrum hat im vergangenen Jahr das Bildungsniveau von mehr als 500 Flüchtlingen erhoben. Die Ergebnisse der Studie decken sich mit den Aussagen der Asylkoordination: 23 Prozent der befragten Flüchtlinge hatten einen tertiären Bildungsabschluss (Matura oder mehr), jeder Fünfte hatte die Schuloberstufe abgeschlossen. Der Rechnungshof stellt ein katastrophales Zeugnis für den KAV und das Gesundheitsressort aus.
„Es wäre ehestens eine umfassende Korruptionsrisikoanalyse durchzuführen“. Das ist eine von 67 Empfehlungen des Rechnungshofes für den Wiener KAV. Die Aussagen lesen sich wie ein Krimi. „Der Vorstand berief Mitarbeiter aus ihren alten Funktionen ab, obwohl neue Strukturen noch nicht aufgebaut waren…“. Oder: „Der KAV verfügte weder über ein umfassendes zentrales Beschaffungswesen noch über ein zentrales Beschaffungscontrolling“. Und: „Eine langfristige Strategie des KAV für den Vorstandsbereich Personal war nicht ersichtlich.“
Apropos Beschaffungswesen: Immerhin kaufen die Spitäler des KAV jährlich Waren im Wert von mehr als 1 Milliarde Euro ein-und keiner weiß, ob das viel, günstig, notwendig oder überflüssig ist.
„Gezogene Konsequenzen bei Zielvereinbarungen waren nicht erkennbar“ heißt es weiter im Rechnungshofbericht. Es gab auch kein Risikomanagement und eine kaum funktionierende Aufsicht. Und eine offensichtlich überforderte Stadträtin: „Auch die Stadträtin forderte vom Aufsichtsgremium die Befassung mit dieser Thematik – gemeint sind Risikomanagement und Controlling – als nicht nachvollziehbar ein.“
Ein Unternehmen mit knapp 30.000 Mitarbeitern ohne Personalmanagement. So hat es der Rechnungshof kritisiert. Ebenso wie die zu hohen Gehälter des Generaldirektors und des Vorstandes und die verdächtig hohen Summen für externe Beratungsleistungen. 48,23 Millionen Euro in 3 Jahren. Resultat: praktisch null.
Der Rechnungshof fällt ein vernichtendes Urteil. Im Frühjahr 2017 – nach Beantwortung durch die Betroffenen- wird er veröffentlicht. Damit werden auch die Argumente, die Ärzte und Ärztekammer seit Jahren einbringen und die Kritik, die konstruktiv geübt wurde, bestätigt:
Es gibt kein Personal Management. Kein Wunder, dass die Stimmungslage unter den Ärzten nahe dem Gefrierpunkt ist. Dass das System überhaupt noch funktioniert, ist ausschließlich einer herausregenden Berufs Ethik von ÄrztInnen und PflegerInnen zu verdanken.
- Es gibt keine Beschaffungstransparenz: man weiß zentral nicht wo was an Verbrauchsmaterialien aus welchen Grunde bestellt wird.
- Es gibt keinen Strukturplan und keine verbindliche Leistungsbeschreibung für die einzelnen Krankenhäuser und Abteilungen.
- Es gibt nicht einmal eine Übersicht, wie viel an Arbeitsleistung- gemessen in Vollzeitäquivalenten – geleistet wird. Was evident ist : es gibt zu wenig Personal.
- Es gibt keine voraussehende Budgetplanung. Sie wurde auch nicht eingefordert. Man hat Sparmaßnahmen diktatorisch seitens der Stadt Wien gesetzt, ohne zu wissen wo und wie viel man überhaupt einsparen kann.
Wie denn auch, wenn es keine Transparenz gibt, dafür aber Planlosigkeit, Chaos. Auch die nunmehr nachgedachte Ausgliederung des KAV ist für den Rechnungshof nichts Neues. Im Gegenenteil: Schon 1989 wurde das geraten. Das sind nahezu dreißig Jahre her.
Wir Ärzte nehmen den Rechnungshofbericht ernst. Und sehen in ihm indirekt eine Aufforderung, uns noch stärker einzumischen. Und aktiv eine gestaltende Rolle einzufordern.
Denn klar ist: So wird das Gesundheitssystem mutwillig gegen die Wand gefahren. Mutwillig, fahrlässig und zu Lasten von PatientInnen und SteuerzahlerInnen sowie den MitarbeiterInnen.
Ich hoffe: Nach dem Rechnungshofbericht gibt es nicht nur Empörung, sondern auch Konsequenzen: Damit die Verabschiedung der öffentlichen Hand aus der Verantwortung nicht die einzig mögliche Konsequenz bleibt.
Wir brauchen ein gut funktionierendes, öffentliches Spitalssystem, das sollte das gemeinsame Ziel sämtlicher MitarbeiterInnen und der verantwortlichen Politik sein.
