Now comes the surprise. We don’t know what most of the EU’s current commitments in the WTO are. The UK would be negotiating a share of key quantities that are unknown.
The only confirmed commitments on tariffs, quotas, and farm subsidies are from before 2004 when the EU had 15 member states. The EU has expanded three times since then, but in 12 years it has been unable to agree with the WTO membership on revised commitments.
That in itself is a warning. The UK will be negotiating a share of numbers that are unknown, with no guarantee of agreement. There may be practical solutions but again they will have to be negotiated.

In der Nacht ist wenig los ? Woher wissen das die Abteilungsleiter? Wann haben sie ihren letzten Nachtdienst gemacht? Die Nachtdienste wurden ja nicht grundlos nur so eingeführt!

Ärzte und Pflegposten nicht mehr nachbesetzt.
Das ist Gesundheitspolitik in Wien. Wien möchte offenbar Top werden: Total ohne Personal. Total ohne Patienten. Nur noch eine effiziente bürgernahe Verwaltung, die sich selbst genügt. Das ist nicht Kafka, das ist KAV-Politik.
Ohne Rücksicht auf Verluste will die Stadt Wien nach Jahren des sorglosen Öffnens der Geldschleusen nun einsparen: 10-12% durch die Bank, überall, kostet es was es wolle.
Sogar bei Beamten wird „gespart“: Frühpension ab 55, wie bei den Wiener Linien und bei Wien Energie.
Das nennt man Budget- und Reformpolitik by Rasenmäher und Protektion.
Die Beschwerden in den Spitälern häufen sich, sogar Primarärzte, die man bislang streichelweich behandelte um sie politisch gefügig zu halten, rebellieren: „So kann man weder einen verantwortungsvollen Krankenhausbetrieb führen, noch für Sicherheit von PatientInnen, MitarbeiterInnen und Therapie garantieren.“
Die Verantwortungsauslagerung – offensichtlich eine neue Mode in der Politik – auf privat wird betrieben. Die niedergelassenen Ärzte sollen bitte sehr länger offen haben, nicht auf Urlaub gehen und schon gar keine überzogenen Forderungen stellen.
Die radiologischen Institute sind ohnehin mit Pauschalen gedeckt, dass soll es auf ein paar hunderttausend Patienten mehr oder weniger nicht ankommen. MRT als Durchgangsschleuse. Diagnose unerheblich. Hauptsache, der/die PatientIn wird administrativ, ordnungsgemäß erfasst und die Statistik stimmt.
Das verkauft man unter Realitätsnähe und Wohnortnähe. Was soll die ganze Aufregung?
Wenn Politiker oder hochrangige Mitarbeiter der Stadt Wien ins Krankenhaus kommen, tut man sich leichter mit freien Zimmern und Betten. Die Volksvertreter werden ja dringend benötigt.
Wien Verschuldung steigt gewaltig an. Man redet von strategischen Investitionen, nicht von Schulden. Wahrscheinlich meint man auch das Krankenhaus Nord damit, dessen Eröffnung sich hinzieht, dessen Planungs- und Errichtungskosten explodiert sind.
Bedarfsplanung gibt es ebenso wenig, wie eine detaillierte Aufgabenbeschreibung.
Man weiß lediglich, welche Abteilungen in anderen Spitälern man vorsorglich schließen oder zusammenlegen soll.
Wozu noch Turnusärzte? Man ist ohnehin nicht in der Lage, sie wirklich gut auszubilden. Zudem könnten sie lästig werden und zu viel fordern.
Wozu Zentralisierung und Ökonomisierung des Einkaufs? Zahlreiche Beamte und Vertragsmitarbeiter würden sich in ihren kleinen Herzogtürmen bedroht fühlen. Das geht doch nun wieder nicht.
Lieber kontrolliert man die Ärzte in ihrer Tätigkeit. Man verwechselt das mit Überwachungsmedizin.
Schulden und drohender Konkurs der Sozialversicherungen. Wen kümmert das, solange sie ihre Pauschalzahlungen an die Krankenhausbetreiber zahlen. Und: Um Himmelswillen keine Transparenz.
Am liebsten würde man die Zahl der maximalen Erkrankungen behördlich festlegen. Dann ließe sich leichter planen und einsparen.
Wien hat bald mehr als 2 Millionen Einwohner. Die Politik verfügt, dass pro Jahr maximal 100.000 krank werden.
Der Rest möge sich an Arzt und Apotheke wenden. Oder eine Zusatzversicherung abschließen.
Dahin steuert Gesundheitspolitik
Die Gesundheitsressort-Chefin kann sich endlich anderen Themen zuwenden: Mindestsicherung und Vorbereitung auf das höchste Amt in dieser Stadt.

However there is one group of interests that have only benefited from the refugee crisis, and in particular from the European Union’s investment in ‘securing’ its borders. They are the military and security companies that provide the equipment to border guards, the surveillance technology to monitor frontiers, and the IT infrastructure to track population movements.
This report turns a spotlight on those border security profiteers, examining who they are and the services they provide, how they both influence and benefit from European policies and what funding they receive from taxpayers. The report shows that far from being passive beneficiaries of EU largesse, these corporations are actively encouraging a growing securitisation of Europe’s borders, and willing to provide ever more draconian technologies to do this.
Most perverse of all, it shows that some of the beneficiaries of border security contracts are some of the biggest arms sellers to the Middle-East and North-African region, fuelling the conflicts that are the cause of many of the refugees.

Liebe Freunde!
As-salamu alaykum wa rahmatullahi wa barakatuh.
Ich hoffe, dass das Ramadan Fest nicht nur den Muslimen, sondern allen Menschen unabhängig von ihrer religiösen Zugehörigkeit, Rasse, Farbe und Lebenseinstellung mehr Frieden und Wohlstand bringt.
Das Ramadan-Fest soll auch dazu auffordern, allen Menschen freundschaftlich die Hand zu reichen und auch freudig vereinen. Die Nachbarn, Arbeits- oder Schulkollegen, die vielleicht nicht unseren Glauben teilen oder keinen Bezug zum Fasten haben, jedoch zu unserer Lebenswelt dazugehören, in dieser Freude mit einbezogen werden sollen. Wir sind verpflichtet unsere Nachbarn, die uns im Monat Ramadan mit Respekt begegnet haben, mit Achtung und Respekt zu begegnen, sollten daher gerade sie in die Feierlichkeiten freundlichst mit einbeziehen.
In diesem Sinne wünsche ich allen muslimischen Glaubensgeschwistern und Bürgern dieses Landes ein friedliches Miteinander und gesegnete Tage. Allen Anderen, Freunden und Nachbarn friedvolle, gesunde und glückliche Tage.

Climate Investment Funds (CIFs) explained
The World Bank-housed Climate Investment Funds (CIFs) are financing instruments designed to pilot low-carbon and climate-resilient development through multilateral development banks (MDBs). They comprise two trust funds – the Clean Technology Fund (CTF) and the Strategic Climate Fund (SCF). The SCF is an overarching fund aimed at piloting new development approaches. It consists of three targeted programmes: Pilot Program for Climate Resilience (PPCR), Forest Investment Program (FIP) and Scaling up Renewable Energy Program in Low Income Countries (SREP).
The CIFs operate in 72 countries worldwide. As of end December 2015, donors had pledged a total of $8.3 billion to the CIFs: $5.6 billion to the CTF and $2.7 billion to the SCF ($1.2 billion for PPCR, $775 million for FIP and $787 million for SREP). Projects are executed by MDBs: the African Development Bank (AfDB); the Asian Development Bank (ADB); the European Bank for Reconstruction and Development (EBRD); the Inter-American Development Bank (IDB); the World Bank’s middle income arm, the International Bank for Reconstruction and Development (IBRD); and the World Bank’s private sector arm, the International Finance Corporation (IFC).
Under the ‘sunset clause’ the CIFs are due to close once a new climate finance architecture is effective under the United Nations Framework Convention on Climate Change (UNFCCC), through a mechanism such as the Green Climate Fund (GCF).
