Anwesend waren in Wien die Noch-Supermacht USA, die in Syrien den IS bekämpft, und die Möchtegern-Supermacht Russland, die seit September das Regime des syrischen Präsidenten Baschar al-Assad mit Luftangriffen unterstützt. Anwesend waren außer Anrainerstaaten, UN-Vertretern und europäischen Außenministern auch die beiden Erzfeinde Saudi-Arabien und Iran, die auf syrischem Boden ihren Kampf um regionale Vorherrschaft austragen.
