During the week of March 27, 2017, the East African Center for Human Rights (EACHRights) and RESULTS Educational Fund in partnership with the Global Initiative for Economic, Social, and Cultural Rights (GI-ESCR) launched two reports in Kenya. The reports were launched as part of community meetings through which both organizations sought to bring back the results of their reports to the communities where the field research had taken place. The events provided a space for dialogue and the opportunity for all actors involved to commit to work together to ensure the realization of the right to free, quality education for every child.

Seit Trump, Putin und den massiven Hacking-Angriffen von ausgewiesenen Profis, die selbst vor Geschirrspülern und TV-Geräten nicht halt machen, um sich einzuschleichen, hat sich die öffentliche Meinung geändert.
Man ist misstrauischer geworden, vorsichtiger, was den Umgang mit eigenen Daten betrifft. Man hat Angst vor Cyberkriminalität. Nicht nur Arbeitgeber und sonstige Institutionen, mit denen man als Staatsbürger zu tun hat, könnten alles über einen wissen, selbst über diskrete medizinische Behandlungen und Diagnosen, Therapien oder Leiden.
Auch die Versicherungen gieren nach diesen Daten: Je mehr sie über ihren Versicherten Bescheid wissen, umso höher können sie die Beiträge ansetzen und ihre Leistungen eingrenzen. Bis dahin, dass Menschen mit gewissen medizinischen Risikopotential gar nicht mehr versichert werden, oder die Prämien so hoch sind, dass man sie sich nicht mehr leisten kann.
Was die Medizin und die Gesundheitsversorgung brauchen, sind einfache elektronische Systeme, die wenig Zeit und Aufwand kosten, eine tatsächliche Unterstützung darstellen, mehr Raum lassen für das Gespräch mit dem Patienten und zudem absolut freiwillig konstituiert sind. Wer nicht will, muss sich nicht registrieren lassen, oder kann entscheiden, welche Daten gespeichert werden können.
Dass rascher Zugriff für Patientendaten – wenn er geschützt ist für Dritte – in Zeiten von Web 4.0 notwendig ist, wird jeder verstehen. Dass sich damit Kosten einsparen lassen spielt dabei die geringste Rolle.
Also: Schluss mit ELGA alt. Gemeinsam mit Experten, die über den Tellerrand hinaussehen können und mit Praktikern, die die Tücken des elektronischen Alltags kennen, ein neues System entwerfen.
Und gleichzeitig alle niedergelassenen Ärzte auf einen Systemstandard bringen, der den Anforderungen des Heute entspricht.
