The report, based on reliable data and information provided by Member States, establishes that an increasing number of trafficking victims from conflict-affected countries such as Syria, Iraq and Somalia have been detected in Europe, Asia and the Middle East.

Was heute in Österreich mit zwei Brüdern passiert, ist erschütternd: Ahmed und Abdullah, 11 und 19 Jahre alt, Christen aus dem Irak, wurden gestern am 3. Adventsonntag in den Morgenstunden von der Fremdenpolizei aus einer Caritas Unterkunft in der Steiermark abgeholt und nach Wien gebracht. Morgen früh sollen sie nach Kroatien abgeschoben werden. Obwohl der Europäische Gerichtshof sich derzeit mit der Frage befasst, ob das Dublin Verfahren in diesen Fällen überhaupt angewendet werden darf, greift Österreich hart durch.
Die Lehrerin beschreibt die Brüder als gut in die Gesellschaft integriert. Sie besuchen Deutschkurse, sind ehrgeizige und lernwillige junge Menschen. „Ich bitte um Mithilfe“, appelliert sie am Sonntag in einem offenen Brief, „wir müssen alles in unserer Macht stehende tun, um diese Abschiebung zu stoppen.“
Die Aufgabe des Rechtsstaates ist es, dieses Land und seine Menschen zu schützen. Seine Gesetze dürfen die Grund- und Menschenrechte nicht verletzen. Die Politik setzt diese Gesetze fest, und versagt bei zwei jungen Menschen. Denn die Gesetze orientieren sich nicht am Schutz einzelner Menschen, sondern an Kontingenten und Quoten. Doch, es wäre durchaus vertretbar, dass die beiden jungen Burschen in Österreich bleiben dürfen. Es wäre sogar rechtlich argumentierbar. Das Problem ist nur: Es ist ja fast Alltag, dass Menschlichkeit in Europa mit Füßen getreten wird, wenn die Betroffenen Flüchtlinge sind. Wir nehmen es entmutigt zur Kenntnis, dass ständig Meldungen eintreffen, wo wieviele ertrunken sind, bei ihrer Flucht. Wir schauen resigniert zu, dass Asylgesetze nicht dazu da sind, um Menschen zu schützen, sondern um Politik zu machen, um rechte Ängste zu befriedigen. Die österreichische und europäische Gesetzgebung ist nicht Gott gegeben. Es wäre durchaus vertretbar, dass Ahmed und Abdullah in Österreich bleiben dürfen. Dafür setzt sich aber (fast) niemand ein, solange es möglich ist, mit voller Härte gegenüber Flüchtlingen Politik zu machen.
Als Caritas haben wir einen großen Vorteil, so wie viele engagierte Helferinnen und Helfer der Zivilgesellschaft: Wir werden nicht gewählt. Wir sind nicht von Stimmen abhängig. Wir dürfen unsere Meinung sagen und die lautet: Es ist höchste Zeit, sich ein besseres Asylsystem zu überlegen. Diskutiert über Quoten, überlegt, was für Österreich schaffbar und möglich ist. Doch verliert nicht die Grundwerte des Rechtsstaates aus den Augen: Diese Gesetze sind für Menschen da, nicht umgekehrt.
Es ist nicht rechtens, dass Abdullah und Ahmed unmenschlich behandelt werden. Es ist nicht rechtens, zwei junge Menschen, die traumatisiert sind und Gewalt erlebt haben, aus ihrem neuen Zuhause zu reißen und wie Pakete zu verschicken. Wir nehmen das nicht länger hin. Bei Abdullah nicht, bei Ahmed nicht, bei jedem einzelnen Menschen nicht, der zum Spielball der Politik wird. Wir fordern mehr Anstrengung, mehr Bemühen, um menschliche Lösungen.
Unterstützt uns dabei. Nehmt es nicht hin, wie mit Menschen umgegangen wird, die Zuflucht suchen. Das nennt sich Zivilcourage, oder einfach Haltung für ein menschliches Miteinander.
Wir sitzen hier am Bett der beiden Brüder im Schubhaftgefängnis, während sich der 11jährige vor lauter Weinen und Verzweiflung kaum beruhigen lässt. Der ältere Bruder steht ratlos daneben. So viel haben die beiden gemeinsam durchgestanden, jetzt quält sie fürchterliche Angst vor den nächsten Stunden.

The moral of the story? The EU likes to paint itself as a peace project. But EU projects all too often include a significant amount of military upgrading, and increasingly so. The austerity dogma is thrown overboard when it comes to serving the interests of the military-industrial complex in Europe. Money for military upgrading in the EU is not cut, but splashed out.
To think, in the wake of the refugee crisis – a product also of EU foreign policy – of finally investing in schools, hospitals and housing, is asking too much of Katainen. After all, his imagination is limited.
