An ineffective Security Council means, unsurprisingly, that any responsibility to protect will depend on strong states to preserve human security.

Why should we support Russia’s membership in the Organization for Economic Cooperation and Development (OECD)—since Moscow has already joined the #WTO—but exempt #Russia from #US efforts to “defend and promote” values? Why would we want to let it join another rules-based organization—and then defy its rules? It already does this in the Organization for Security and Cooperation in Europe and the Council of Europe and ignores its commitments under the Universal Declaration of #HumanRights; it is even raising concerns in the WTO. Let’s think twice before welcoming Russia into more organizations where it can undermine their integrity.

UN condemns ‘slaughterhouse’ executions
GENEVA: The UN’s top human rights officials is condemning Iraq’s widespread use of the death penalty, comparing it to a slaughterhouse.
UN High Commissioner for Human Rights Navi Pillay says Iraq’s justice system is “too seriously flawed to warrant even a limited application of the death penalty,” let alone its execution of 33 people in the past month or its plans to put another 150 people to death.
Pillay said in a statement on Friday on that “executing people in batches like this is obscene. It is like processing animals in a slaughterhouse.”

In 2013 Russia will host the 2013 G20 summit, the Organization’s leaders decided at the Cannes summit. According to Russia’s Deputy Finance Minister Anton Siluanov, the countries have adopted Action plan for Growth and Jobs and Russia has also undertaken obligations in line with the document, namely to reduce inflation, unemployment and to keep the exchange rate of the ruble within fixed boundaries.
The G20 nations must act now to challenge this injustice by agreeing on measures to stop tax haven secrecy. Call on the G20 leaders to put tax haven secrecy on the agenda.

UN Human Rights Council: “Traditional values” subverting the international human rights framework
ARTICLE 19 raised with the European Parliament its concerns at efforts made by Russia at the UN Human Rights Council (HRC) to call for recognition of “traditional values” as a vehicle for the promotion of human rights. Russia has successfully tabled three resolutions at the HRC since 2009, most recently in October 2012. We consider this to be part of a broad agenda by Russia to subvert the international human rights system, and to distract the HRC from its mandate of protecting and promoting human rights.
The resolutions tabled by Russia fail to advance a definition for “traditional values”, which is a vague concept alien to the human rights framework. Rather than support the promotion or protection of human rights, concepts such as “traditional values” have often been invoked to justify abuses against the rights of vulnerable minorities including LGBT people. These resolutions fail to acknowledge this fact, exposing the insidious agenda behind their attempts to seek recognition for the concept in the international human rights framework.
ARTICLE 19 believes that the rights contained within the Universal Declaration of Human Rights represent a coherent and universally agreed-upon framework for protecting the rights of all human beings. Traditions contrary to these standards must be modified or, if necessary, eliminated.
It is clear that Russia will not confine its “traditional values” agenda to the UN at Geneva or in New York. It is therefore important that the EU is aware of this attempt by Russia to qualify its human rights commitments in a vague manner and that the EU stands in firm opposition to this. The EU must act decisively and robustly to ensure that the negative trends are reversed.
At the same time, the EU and its member states must robustly support initiatives to promote equality on the basis of sexual orientation and gender identity on the international stage. The EU should firmly encourage the HRC to follow up its landmark resolution 17/19 of 2011 on human rights, sexual orientation and gender identity. This led to a ground breaking OHCHR report on the issue. Given the developments highlighted above, it is clear that keeping the rights of LGBT people on the international agenda is as important now as ever before.

Canadian Dam Builder Rocked by Corruption

SNC-Lavalin, Inc., a Canadian engineering firm that had been in discussions to participate in the construction of the Grand Inga Dam Complex in the Democratic Republic of the Congo (DRC), has been rocked by a corruption scandal that involved widespread bribery payments to local officials.
As reported by the Canadian Broadcasting Company (CBC) on May 15th, the firm had disguised bribe payouts to local officials as so-called „project consultancy costs“ using the terms „PCC“ or „CC,“ on at least 13 contracts for the design and supervision of infrastructure megaprojects between the years 2008-2011.
As a result, the World Bank has added the company and its 100 controlled affiliates to the Bank’s List of Debarred Firms. According to the CBC, the engineering firm agreed to a ten-year ban from project contracts supported by the World Bank. Similarly, the Canadian International Development Agency has also banned the firm from bidding for contracts.
SNC-Lavalin’s corruption scandal highlights how significant poor governance could be for the planned Grand Inga Dam Complex in the DRC. The company had been in discussions with the Kinshasa government to participate in the Inga 3 Dam and mid-sized hydropower projects on the Congo River, for which the Bank has commited to providing technical assistance. Due to the recent scandals, however, the DRC and the World Bank have had to drop SNC-Lavalin, and questions remain as to how much more corruption, bribes, and money-laundering will be created by the Grand Inga Dam rather than real benefits for the poor.
The Inga 3 Dam and the mid-sized hydropower projects would create a stepping stone for construction of the Grand Inga Dam, which would be the world’s largest. The South African government has signed a power purchasing agreement to import a percentage of the electricity generated by the Inga 3 Dam, but large mining companies also seek to consume the electricity to transform the immense mineral deposits in the DRC’s eastern region, which has been characterized by violent conflict for near two decades.
In May, President Jim Kim stated that the World Bank would give multi-billion dollar support to infrastructure investments in the country and Sub-saharan Africa as a whole.
SNC-Lavalin, Inc. has previously participated in contracts for India’s Kerala Dam, Afghanistan’s Dahla Dam, and Angola’s Matala Dam. In Angola, the company is facing a separate scandal in which its hydropower division allegedly hid commission fees laundered by staff.
The company has also participated in contracts for rural electrification and grid expansion in Cambodia, and contracts for road and highway expansion across multiple countries.
