WASHINGTON, Feb 1 – The global average temperature in 2011 was 14.52 degrees Celsius (58.14 degrees Fahrenheit). According to NASA scientists, this was the ninth warmest year in 132 years of recordkeeping, despite the cooling influence of the La Niña atmospheric and oceanic circulation pattern and relatively low solar irradiance.

Now the attention of Latin America and the rest of the world is turned towards the United Nations Conference on Sustainable Development taking place this June in Rio de Janeiro.

CUBA: Adapting to Climate Change Proves a Complex Challenge

SURGIDERO DE BATABANO, Jan 30 – No one who lives in this fishing village on the south coast, 70 km from the Cuban capital, can forget the devastation wrought by hurricanes in 2008.
Official estimates indicate that 2.32 percent of Cuban territory may be permanently under water by 2050. If the necessary adaptation measures are not taken, as many as 79 coastal settlements will be affected and 15 will completely disappear.
People living in low-lying coastal areas are most exposed to sea-level change.

Thematic Social Forum Awash with Criticism for Green Economy

PORTO ALEGRE, Brazil, Jan 30 (Tierramérica) – Critical voices raised against what was dubbed „the gospel of green capitalism“ resonated in every discussion and street march held during the Thematic Social Forum, which brought thousands of activists to the capital city of the state of Rio Grande do Sul, in southern Brazil.
Spurred by the global economic and financial crisis, participants at this year’s thematic edition of the World Social Forum, which ran from Jan. 24th through the 29th, called on governments to implement changes in production and consumption, even as they were sceptical that a commitment along those lines could be secured at the United Nations Conference on Sustainable Development (Rio+20), scheduled for June in Rio de Janeiro.
Professor Edgardo Lander, of the Central University of Venezuela and a member of that country’s Social Forum, said there was „an attempt to rebuild capitalism with a new, green face.“
„Rio+20 comes at a time when capitalism faces a profound crisis and when the severe problems arising from the limitations of growth and the destruction of the conditions that make life on the planet possible are more evident,“ he told Tierramérica.
In this context, „green capitalism“ offers a solution to the severe crisis, primarily of the financial sector, through the increasing commodification of everything from education and healthcare to the traditional knowledge of indigenous peoples, he said.

The Mind and Life Institute is dedicated to fostering dialogue and research at the highest possible level between modern science and the great living contemplative traditions, especially Buddhism. It builds on a deep commitment to the power and value of both of these ways of advancing knowledge and their potential to alleviate suffering.
The ongoing global financial crisis shows clearly just how vulnerable economic systems are to human behavior, particularly to corruption and greed. This strongly suggests that other qualities, such as empathy, pro-social motivation, altruism and compassion may play an essential role in our increasingly competitive global economic system.
But can we really imagine an economic system that delivers prosperity and welfare, or is competition an unavoidable consequence of the human race? How can we, as individuals, help form a society that is both productive and resolves actual societal and environmental problems? What have the sciences to contribute – if anything at all?
By bringing together some of the world’s leading minds, the Mind and Life XX Conference highlights the benefits and limitations of altruism and compassion in economic systems. This offers a unique opportunity to follow a high-level, interdisciplinary exchange of scientists and economists focusing both on individual thinking and the structure of economic systems.
Thus, the conference will build bridges between different disciplines and serve as a catalyst for new research projects and economic initiatives promoting personal responsibility, fairness and compassion.

Those deeply involved in the tech revolution are already mapping out Industry4.0 or the Fourth Industrial Revolution. Private banks might be used to keep information confidential to protect their clients. But EBRD loans are public money and banking secrecy rules have to be modified in order to acknowledge the fact that the public has a right to monitor these financial flows.
Already before the last board meeting in October, the EBRD received 27 percent of all GCF finances. With the last large project the share will be even higher. Add to that other international financial institutions and what is left for direct beneficiaries is becoming less and less.
The report also states that it takes approximately 29.8 days for both men and women to start a business in India, compared to 28.5 days last year. India stood at 156th for “starting a business.”

The IFC provided a $450-million loan for the construction of the Tata Mundra plant in India. Following the IFC’s failure to take necessary reasonable steps to prevent harm in the affected community as is required in terms of its own policy (the Policy on Social and Environmental Sustainability and the Performance Standards) the plant project destroyed the local marine environment, fish populations and sources of water used for drinking and irrigation.
When the affected Indian community tried to sue the IFC in the United States, where the head office of IFC is based, the court declared that the IFC had immunity and therefore could not be sued.

Not to mention hundreds of thousands of Uyghurs, Tibetans and Mongols who were killed or jailed over the decades since the early 1950’s. And the Hong Kongers who were tear-gassed and beaten up by local police in 2014.

Why should we support Russia’s membership in the Organization for Economic Cooperation and Development (OECD)—since Moscow has already joined the #WTO—but exempt #Russia from #US efforts to “defend and promote” values? Why would we want to let it join another rules-based organization—and then defy its rules? It already does this in the Organization for Security and Cooperation in Europe and the Council of Europe and ignores its commitments under the Universal Declaration of #HumanRights; it is even raising concerns in the WTO. Let’s think twice before welcoming Russia into more organizations where it can undermine their integrity.

UN condemns ‘slaughterhouse’ executions
GENEVA: The UN’s top human rights officials is condemning Iraq’s widespread use of the death penalty, comparing it to a slaughterhouse.
UN High Commissioner for Human Rights Navi Pillay says Iraq’s justice system is “too seriously flawed to warrant even a limited application of the death penalty,” let alone its execution of 33 people in the past month or its plans to put another 150 people to death.
Pillay said in a statement on Friday on that “executing people in batches like this is obscene. It is like processing animals in a slaughterhouse.”

In 2013 Russia will host the 2013 G20 summit, the Organization’s leaders decided at the Cannes summit. According to Russia’s Deputy Finance Minister Anton Siluanov, the countries have adopted Action plan for Growth and Jobs and Russia has also undertaken obligations in line with the document, namely to reduce inflation, unemployment and to keep the exchange rate of the ruble within fixed boundaries.
The G20 nations must act now to challenge this injustice by agreeing on measures to stop tax haven secrecy. Call on the G20 leaders to put tax haven secrecy on the agenda.

A defining issue throughout human history has been how societies have pursued the supply and management of energy. Our view of the world and the world economy over the last 3-4 human generations has been shaped by assumptions of infinite energy supplied primarily by fossil fuels. Impact assessments have scrutinized thousands of energy projects, but few have considered the long-term future supply and sources of non-renewable and renewable energy as critical to decision-making. Now, however, the basic principle of limitless energy is under challenge.
Impact assessment has proven to be a powerful evolving tool able to incorporate environmental, social and health concerns, among others, in decision-making processes. More integrated approaches are being tested for biodiversity and climate change. Understanding the future of energy must also be one of the highest priorities for impact assessment professionals.
What is the role of impact assessment on future global, national and local energy decisions and choices? How can we tackle the environmental and social risks that will appear as a result of our quest for the development, production and management of new energy sources?
